"Not all snakes are evil. In Exodus, Moses' staff would turn into a serpent to convince Pharaoh. ..Israelites were healed from a plague by looking at a serpent set up on a pole in the wilderness - num 21:9" Jacob McCaffery (IBI School). The comparison of Dan with a snake may also be due to Dan's military strength. What is more significant is that in Gen 49:16-18 we find out that Dan will judge his people as one of the tribes of Israel. An end-time prophecy mentions an Israelite tribe member ruling over the Gentiles in the age to come. What's noteworthy however is the reference it bites the horse's heels so its rider falls backward. We do need to acknowledge that this wording is repetitive in the curse between the seed of the woman and the seed of the serpent. What gives Dan the right to judge and why does verse 18 reference waiting for salvation? He however is known for his golden calf-centred worship. Jer 4:14-15; Judges 18:30;  Kings 7:29; Amos 8:14. By king Solomon's time to rule, Dan had assimilated with the neighbouring Phoenicians - possibly referenced in 2 Chron 2:14. Ephraim was the other tribe leader that did not make the list in Rev and we all know what Ephraim was guilty of, leading Israel away from God due to his idol worship. His father Joseph is mentioned in his place.

 

King Jeroboam established two Israelite worship centers, one in Bethel and one in Dan (1 Kings 12:25-33)

Samson was a judge from Dan who failed in his Nazirite vow (Judges 8:2) which adds to Dan's black sheep of the family theme.
